No desktop icons or taskbar

Hi there. After my pc crashed while playing Command and Conqer 3, every time I boot up my pc there are no desktop icons or taskbar, and its really really slow. I can bring up ctrl alt and delete task manager.
All i can see is my desktop background.

Things I have tried:
system restore
repair install windows xp
download some tweaks from kellys corner
virus scan
SFC /scannow

I really am clueless as to what to do, and if it came to a format how would I get my important files onto cd? or how do i get into 'my computer'?

crtl alt delte go to process and see if explorer.exe is running

nope, i tried running it and it appears for a second then disappears

just boot your windows XP in Safe Mode and do whatever you have to fix it. this way u will be able to do more stuff to fix it then just ctrl, alt, del

another thing i forgot to mention - safe mode will not work.. no taskbar there either

that looks pretty messed up. well if it come to a Format situation and u want to save your DATA on a cd before formating, then boot your PC with a bootable Win95, or 98 (or XP) cd, install that new OS in a seperate folder (other than your current windows folder in C

. This way you will be able to atleast boot into windows and backup your data on a CD before formatting.
