Outlook won't work in Windows XP

I have problems getting Outlook to work right on Windows XP. Whenever I install it, I get the message that it “can’t connect to the Exchange server”, even though I can ping the ip address of the server. Sometime I can ping the server by name, sometimes not. I can always access files on this server with no problem. I even deleted and recreated the network and Outlook accounts for some of the problem users, but it didn’t help. If I log any user in with domain admin rights I have no problem at all. I certainly don’t want to give users these rights, though. Same users, same accounts can get into Outlook with no problem on Windows 2000.
Any ideas? This has happened consistently for almost every PC with Windows XP on it.
Thanks

We addressed this in a different thread I see you still haven't got the problem solved. What all have you tried to solve this problem? Also have you checked all of your permissions and policies? Their's got to be something we can do to solve this problem. Surely it's something minor.

In windows xp user accounts: if it's anything less than administrator on the domain, it almost never will ping the server name nor will it open Outlook. I've tested this repeatedly with numerous users on 4 or 5 different XP machines. Same users can almost always log on the first time and set up their outlook account with no problem in Windows 2000 sp3, regardless of what their user account rights are; in fact they don't even need to have an account on the local machine to do this. I've also tried disabling all the domain member settings on the local security policies for the XP machines, but to no avail.
Thanks in advance for any clues you can provide.
