Transfering files from XP to Windows 7 outlook express

Hello,
I am going to be transferring files from a computer with XP to computer with windows 7 pre-installed. If there are 2 user names and 2 different outlook express accounts, would I still use the windows easy transfer and just restore the two profiles(user names) to the windows 7 respective folders? Then it would just create two different user names at the login screen to login to windows with?

I figured out that you can use windows mail to convert dbx files to pst by using windows mail and so would I just install windows mail through microsoft, then do the process of importing the dbx files into windows mail and exporting to a pst file in both user accounts?
For example if there was two logins (Joe and Phil) and I did the easy transfer and restored all files to windows 7, then would I just have to log into the two accounts(one at a time) and do then use windows mail in each login account to import the dbx files and then export them to pst?

So just set the accounts up on both sides, (setting up desktop) user A and user B then logout. I then go to install windows Mail on user A (because it's not installed with windows 7.) Then I will do the process of importing the Dbx files. Then I'll logout to do the Same thing with user B. I found a way to convert Dbx files with WM and so I will export to a pst file with user a, then logout and login through user B. Then I will export/convert to a pst file using WM. After that I can simply remove Win Mail. Then I'll install microsoft office and I'll import the pst files on user A side and then on user B. Does that sound about right?
