Funny Forum Scrolling Issue

I've posted something similar to this before and am not really looking for a solution as I don't think there is one -- just showing an example of some browser weirdness and seeing if anyone else can recreate it. Using IE 9 (on the system shown to the left) and in certain forums, scrolling creates extra lines of pixels in text and pictures at the top of the window. Scroll the mouse wheel back and forth enough and you get the image below, which disappears with a mouse click.

Anyone with HTML and IE experience seen this before? This, specifically, is on a MS gaming forum (Age of Empires Forums - Forums) that's never been updated for modern browsers but I can reproduce it on other forums too (though not here). The problem doesn't occur in Chrome, nor is it rectifiable by any combination of settings (hardware acceleration, smooth scrolling, etc.) or driver updates/downgrades and re-installs up too and including a clean reinstall of the OS.

I hooked up an old CRT monitor and didn't get the problem at 60 Hz (which caused flicker though) but did get it at 75 Hz and 85 Hz. With the LCD monitor I get it at both 60 Hz and 75 Hz.

A a click of the mouse anywhere inside an edit window will revert the text back to normal.

I'd just use Chrome exclusively but it doesn't have some features that IE 9 has nor does it work well (even with the IE tab) on some sites.
