IE6 somehow resetting year to 2002

Ok so bear with me on this explanation because i have no idea how or why this is happening.
I am running Windows XP SP3. I started getting errors in Google Chrome that a websites security certificate was not yet valid. My windows date/time had been set back to 2002. Same day, same time down to the second, only the year had been changed. to 2002.
I set it back to the right year. A few minutes later, it was back to 2002.
I ran virus scans and found nothing. Trojan and worm scans. Nothing.
I looked up all running processes and they all appear to be legit.
I started watching to see when it would happen and couldn't see any correlation to any process. Then I tried launching Windows Update and it automatically opened IE6 and the year changed instantly. I quit, changed the date back and ran it again. The year changed instantly. I quit, changed the date back and ran it again. The year changed instantly. I quit, changed the date back and ran it again. The year changed instantly. This repetition seemed to indicate a cause and effect.

I have no idea is IE6 is the true culprit causing it or something well hidden working through IE6 and cannot remove IE from the computer nor can i block it from being run. The date keeps getting changed and its causing errors in programs. All of my internet sleuthing has revealed nothing even close to this specific problem (year keeps getting reset to 2002, only the year) My CMOS battery has been replaced although that cannot be the problem anyway since the time is being reset while the computer is on and running but this is a common solution ive seen repeated on other forums. :4-dontkno Help?
